Income Equality and the Housing Crisis

The Income Inequality and the Housing Crisis in Windsor-Essex County report examines how widening income gaps are driving and worsening the region’s housing challenges. It shows that over the past two decades, income growth has disproportionately benefited higher earners while stagnating or declining for lower-income households. Rising housing costs—both ownership and rental—have outpaced income growth for many residents, pushing more households into core housing need and exacerbating homelessness risks. The report highlights that this dynamic not only limits housing affordability but also deepens social and spatial inequality, with low-income households increasingly concentrated in certain neighbourhoods, particularly in Windsor’s core and West End.
